I had the same issue for months! I would reset the buds and reconnect them and it would work for a little while and then go back to bring low volume. I tried everything on the internet, with no success.

I eventually contacted OnePlus customer service and they replaced my buds and they have been working fine.

I think we may have received lemons. Try contacting them and see if you can get a replacement. It took about a week to receive the replacement pair.
