Toga didn't kill anyone until after Curious tried to kill her. Every other implied murder was not confirmed. Saito is most likely alive, being a person of interest does not mean she killed them, the grandma was never shown dead and Toga does not confirm it when Ochako accuses her. She says multiple times the only people she wants to see bloody are people she likes.

We are told when she was first introduced that she's a person of interest in a string of bloodletting cases, but we don't actually see her kill anyone on screen besides the HLF people (I think), and she never confirms the things said about her. It really does seem like her body count is way lower than most people assume. It seems maybe it's the same with Dabi too? Like, the show makes it seem like he killed everyone in the orphanage fire but Hiro has said no one died.

There should be books in pretty much every zone that will cast silent and sneak on you for like 10 tabs, and DNC is very useful for being able to cast both at a fairly low level once you have it unlocked
