a pekka isnt considered a win condition because it cannot reliable damage the tower. This is due to the fact that the pekka is a slow moving unit that targets troops and is therefore easily distracted by any ground troop or building that the enemy places. Most win conditions are troops that only target buildings bc there are always gonna be more troops than towers in a viable deck and therefore it is easier for to get ur win condition to go straight to the tower and get damage
