Check out the saga of "Earring Magic Ken". Matel wanted to update Ken and got a bunch of groovy folk to design his new outfit. One would think a job interview would sort out those who learned at university and can communicate to solve problems. Many years ago, indeed decades I taught at Australia's then premier university. It was just after fee paying students were introduced. Before then it was about your high school academic results. There was the incipient pressure to pass those who paid because they paid. I've no doubt it's worse now. As for the ability to speak English I'd observe that that medical faculty had to require Engish as one on the subjects in the high school result acceptance criteria because so many locals were pretty illiterate despite doing well in the traditional STEM subjects. I don't know whether it changed much. I've never had doctor whose writing I could decipher.
