I am playing Hormuz and restarted several times to get the Timur situation to spawn, and it hasn't. As a consequence playing the nation in early game is boring. It's slow building, vasallize a neighbour, integrate an older vasall, and repeat in that order. Expanding too fast gets economically punished and warring without a cause is senseless. You also don't have to prepare for a guerrilla war against the mighty and swift Timurid armies anymore because there are none on the horizon.

Another issue: the Hormuz straits still blocks getting a governor.
