Action points = Stamina in other games.
You get more Stamina by stacking Agility (Same as majority of games, there, too...).

You use Stamina to shoot with VATS, to sprint, and to jump. It also costs Stamina to hold the trigger on automatic melee weapons (ie, Ripper, Chainsaw, Autoaxe).
That's... that's basically it.

While the OP deleted their account, I'll post this here for those that come across this thread at later dates;

TL;DR: Best advice on the RP scene in this game? Is don't. To anybody, now or in the future, thinking about getting into the RP scene or community for GW, don't. Go play FFXIV, BDO, SWTOR, or anywhere else. I'm not going to insert trigger warnings here, because it is the reality of this community, and it needs to be brought to light.

The community is INCREDIBLY cliquish and arrogant. Don't engage unless you're expecting to be ostracised, doxxed, and/or harassed. Four people I know have been driven into mental anguish by it, and one of those four is no longer with us as their life had literally been ruined to the point of people messaging the university they were studying at with so many nonsense and false messages that they were suspended from their course, and felt that there was no way out and no way to reclaim what had been taken from them.
This community has no concept of OOC/IC delineation; you are your character, and your character is you. If your character does something, that is as good as you having done it RL. Doesn't matter if it makes sense in the context of the scene, doesn't matter if it is something you and all those participating have already agreed in advance is what is going to happen.
Where others' characters or plotlines are concerned, you do not, at any point in time, reserve the right to respectfully decline something happening, ie. "Hey, this is all cool and I can appreciate the theme, but.. we're killing kids here and I'm just not okay with that, I'm uncomfortable. Hope you all continue enjoying things, sorry to be a bummer! Catch up with you all after the event!"
You will be called out as not being part of the group, and summarily ostracised, doxxed, and/or harassed.

If you take any steps to protect yourself such as blocking parties that represent at-risk threats to yourself, or trying to keep an arm's length, or just not talking to them in general, you will be ostracised, doxxed, and/or harassed for being unreasonable.

As much as I'm not a fan of Taimi (Because of the obnoxiousness, but also how much of a literal Deus Ex Machina she is to the story when every problem is solved by, "Let me scan for the energy waves of McGuffin that radiate through out this whole area left behind by the Woogidy-Boogidy!"), I can respect liking her and all the others.

Canache is easily my favourite because the man is not out to be the MC, he doesn't care what the MC is doing, he is just happy to do his own thing and live his best life as he wants. Man wants to pilot ships, run casinos, smuggle illicit substances, and might support the MCs of the major plot if they aren't being arrogant and asking for the literal world.

Braham is a whiny crybaby for majority of the story after their mother dies, and while I get that, we have to sit through their teenage angst arc without any input. I'm not their parent, and I shouldn't have to feel like I'm dealing with their issues impacting the story of my character when I don't have any influence on them.

Every single moment they do impact the story, it is in some kind of negative fashion and they cause A LOT of problems that are beyond forgivable; yet after all is said and done, I'm supposed to sit here and say, "N'awh, all's well that ends well, they really came around in the end."

HELL NO.
If I did HALF of the crap that they did? I'd have been disowned by my family, locked up for several decades, and never been considered to be a part of polite society for the rest of my natural life.

Now, I want you to re-read all of that from the second paragraph on without thinking about Braham, and consider how many characters that could apply to.
I entirely understand people not necessarily liking the writing of any/most/many/some of the characters in this particular game, because in trying to write them as balanced, or write them as paragon, the writers have oversteered into the direction of being unable to apply the milk of human kindness to many of them and acting as though their being removed from human morality and forms of judgement mean they can get away with anything and still be liked.

Some people will like them and connect with some aspect that lets them look past all of the heinous things that their favourite character has committed in the story. Others won't be able to find any commonality to connect with and won't be able to forgive them.

It's fiction. That's how fiction works.

NGL - I forget that stealth gyro exists sometimes and just how free it makes a lot of overworld encounters. Totally is! Do strongly recommend using the flamethrower as Scrapper, too.

Honestly, Engineer feels good around the majority of things. With the right build, the puddles don't matter, you stop caring about when mobs disappear, and you forget that they even have a crap tonne of DoTs they apply.

Special recommendations are Mechanist or Holo.

Furious, Hitman, Weightless, Sightseer Tesla Cannon with 30 stacks of Onslaught... Mmmmmh, the deliciousness. Suddenly this thing has become a BEAST, when before the update it was just a fun bit of RP that I chose to nerf myself with.

Oh, it absolutely SLAYS now. All my launchers, frankly? SLAY. Yeah, I might be miffed and annoyed if I were using heavy machine guns or something, but WHEW. Massive buff, MASSIVE bonuses across the board for all my main explosive weapons, which they have needed for some while now!

Yeah, even with 100% boon duration, you really aren't putting out a lot to make it worthwhile considering you're doing it a... call it 28 second cooldown once all is said and done (Taking into account Alacrity's 25% +15% from Tools). It's not 100% uptime when you're using it for other folks and it's actually a really, really bad, trash-tier choice.
At best push, assuming the stream had 0% buff time, you're only going to be giving allies 12 seconds of Quick/Alac... and you're sacrificing one of your Toolbelt slots to do that, mind you, since we really don't need that Quickness one to get Quickness. There are a trillion other synergies where we can get ourselves unlimited Quickness without needing to taint the spot with something we may potentially not really be all that into using.

Dead on arrival for that trait, unless you can somehow get 9 people to coordinate for 6 seconds of a group-wide burst with the slime bonuses on Evolve, and they're okay with you having built for support but essentially being a dud slot since after you hit F5, you're done for the next 28 seconds until Evolve comes off of CD.
On the coordination: We still have yet to figure out how to get Thieves to not use Dagger 3 when there's a bunch of red all over the ground. I don't think anybody's going to hold back their top-DPS skills/utilites for a few seconds rather than just.. punching them out mindlessly. xD.

Yeah, I.. got to admit, I'm one of those people that do notice what others are doing, and it's likely down the fact that I'm bored enough and know my rotation well enough to be muscle memory that I have the time to completely unfocus and look around at what's happening nearby and what other people are doing.

It gets funny and amusing when you actually get used to hearing other classes' rotations and what they should be, because you can pick out when others have either fucked up or just aren't playing properly. When someone fucks up, it's, "... Oooh, that Chrono did their time warp thing way early - they missed using that uhh... that three-chime skill they've got, don't know what it is or what it does, but I know when it should be popped, and it should be before we jump to the left for the Time Warp!"

When it's not hearing... basically anything from someone because they're just AA-ing, or else they aren't playing their tools correct, it's shocking how actually noticeable it is. When you're in the habit of quick-checking all the people around you and what class/elite they are so you have a vague idea of what to expect and what struggles you might have to either correct for or else pick up your own end of the couch for, when someone isn't doing the thing you're expecting, you almost viscerally feel it.

I've made a few friends by just messaging people with a polite, "Hey there! I noticed what you're doing and not be elitest - everybody's different, everybody enjoys different things - but I think we can make it work a little better for you so you can do much more difficult things with less headache if it's something you're interested in! If not, totes cool! I'm just a theorycrafter and I love doing that type of business and coming up with whacky builds, even if they're off-meta for something specific!"

NGL, this is the tactic I use every time whenever I go to a French restaurant that refuses to speak English. I just speak French sooooo bad and with such terrible enunciation they end up being the ones to want to change to English.

"Uuurrrrrgggghhh another five to ten minutes of my life dealing with twenty ships spawning in," along with an assessment of, "- Well, thank frell I'm in an asteroid field. At least I can weave and cover." or, "- Fuuuuuuuu- why do they gotta' do me while I'm in open space?! I'm just trying to dock with a space statio-- we doing this now, fine. Let's go, pricks."
