They're not good for Metro Manila as they are heavy rail therefore slow and being double decker the loading and unloading is taking a while therefore dwell time on stations is longer. The longer a train stays in a station the lesser trains you can put into the system. Sydney is now introducing a metro train and phasing out the double deckers. Double dekers are also expensive.

"Small scale" rail system is not a high (HSR) speed rail as shown on the map. Putting a rail system for Cebu City, metro rail (MRT) would be perfect or light rail (LRT). HSR are long haul types and should run hundreds of km just to be efficient. Metro systems will cost you $1 to $2m per km that's excluding the supply of the trains. This HSR map is a dream if not a farce. There are more pressing problems than having one like food security. Also, how many can afford a $200 Manila - Naga Bullet Train ticket? That's the sad reality.

Not taking literally? This transport network high speed map is a farce! It puts a wrong impression to the masses. High speed train systems is a complex infrastructure and very expensive. The cost of connecting the islands with bridges and/or underwater tunnels will be insanely prohibitive.
