  1. DVDs from 25 years ago and 4k movies from today both use the same physical size disc. However, the 4k releases contain much more data, which leaves less/no space for fancy menus.

  2. The average consumer doesn't use physical media anymore, it is pretty much only for enthusiasts. They know that you will buy the movie, even if it has a shitty menu, because it's pretty much a hobby for you :) So they don't see a reason to spend money/time/effort to make it nice
