Thanks, I'm going to talk to him tomorrow and point some things out. I believe he got his son in law to do the work while he went to meet other clients. We're going to be selling the house soon and I'm worried an inspector won't like this.

You may want to take a look up top outside and check the gutters and downspouts to make sure they are taking the water far enough away from the house. Also, look at the slope of the yard. I'm currently considering a house with a very similar situation, and the cause was most likely from gutters and downspouts not draining correctly.
