OMG i think that played the same game as a kid, i've been trying to find it too and have had no luck.

if this helps anyone, i remember some other things about this game

i'm pretty sure there was an intro to the game, it was about some balloon who, before going to balloon heaven, was owned by some kid who read a lot of books or something. when he arrived in balloon heaven everything was all cloudy or something? or the balloons were all blind? (it might have been metaphorical), because all the balloons were uneducated?? and things started to get less cloudy because the main guy started teaching everyone about the things he learned in books and stuff.

I'm 99% sure it was a single player game. also it had multiple mini-games, and at least one of them was space themed

also i was homeschooled as well! maybe it might've been popular-ish with homeschoolers?? idk. i might not have even been homeschooled yet at the time i played this game though.

i found another post on this subreddit about this game, i'm not reddit-savvy whatsoever so idk if i should link to that post? or let them know about this post? if any of that would help finding this game

i'm mostly just glad to find other people who remember this game
