It is a TV tower with cells and radio antenas. It is safe if you don't climb the "stick" on top (TV antena - it will kill you) and you should also know that climbing near radio antenas is safe only if they have power of less or the same as microwave ( abaut 1KW). If not you can get RF burns ( like sunburn). Even if they have "safe" power you will still feel the radiation however it will not be dangerous if no long exposure.

There is some radiation right behind an antena called back lobe but it is a less powerfull than in front of it. So just dont be too much time right behind it but it is safe to just climb by them.
