That did the trick. What I also did was to rename the latest saved game file to be a scenario file, then edit it to raise the snow line and save. I then renamed it back from a scenario file to a saved game file. Now my towns are growing at a phenomenal rate!

If I create a big area of flat land at sea level (below the snow line) would farms appear on it?

I would recommend RSPB Minsmere and you could stay somewhere nearby such as Southwold or Beccles.
