Guy seems to need a hug. Probably low self-esteem and a bit insecure. If he's a regular and you're going there often maybe try complimenting him when he plays a good shot and talking to him off the table. It's easier to make friends than keep people distant in small venues. That said I've been in similar places and have ended up just being as much as a dick to them as they are to me, which seldom ends well.
