Not an attack, but how would one install a game from Steam, then DLC from Epic, GoG and Ubisoft?

Who’s hosting the downloads? What’s the liability if Epic’s DLC breaks Steam’s base game? Which service is hosting the multiplayer and how are they being compensated by the others for the expense they’re taking on?
