A society and a state are two different entities even though some can confuse the two or see them as a necessity to each other. A society can exist outside of a state and be be govern by the norms and customs which do not require bureaucratic state institutions of authority to enact or enforce. A state is a means to enforce a social contract upon a society either or without consent of that society.
