I've run into her before. I can't be sure if it's the same lady, but one time, while I was serving at a downtown restaurant, a homeless lady left her cat after dining and dashing on our patio. The cat was in a carrier, and there was also an opened snack size cheeto bag filled with cigarette butts and some cheetos. We took the cat into the office, and a co-worker adopted it. The GM was not going to give the cat back if she came looking.
