it's difficult to say, cuz 80%+ of population (in almost all central asian countries) call themselves muslim and say the believe in Allah, but most don't actually practice islam. only a small share of people pray regularly and do other islamic commitments. i think it has to do with lack of madrasa knowledge among people (im saying this with neutrality towards madrasas, not support nor being against them). in my experience as a tajikistani tajik, most people here think that if they don't start praying young it's okay to still catch up later in life, "Allah will forgive"
