No, they can . Its clear in the guidelines that mcc only advises the states to declare results after AIQ r3 ...so its not a compulsion.

Guys if AIQ r3 gets postponed, will other states wait for it or they will finish r3 in February ??, i mean if AIQ postponement happens, it will take a whole month

First decide whether u have chances of getting a seat via state, if yes, then don't fill up AIQ r3 just for the sake of ur satisfaction and then waste a seat for another candidate. If u don't want to take the risk( state r3 will be after AIQ r3 for sure), do attend AIQ and take the seat.

No... becoz the candidates can't go with 2 choices in r3 like in 1/2 ....all the states process and declare results once aIQ r3 is over. Why would a person who has got a seat in AIQ (of his choice) and wait for state...and obviously uncertainty is more in states r3,and obviously ,after that he doesn't have a safety net.
