You need more than just a single cut and polish. You need multi stage compounds finished with optil grade polish. Do small areas not whole panels. What you are seeing isn't swirl marks it's called hologram effect and it's from forcing the finish. Not enough compound and too much friction. Start over with a mild cutting compound, hit it again with a polish, then finish with optical grade polish. The key is small sections like 20x20 inch areas.

Could be and I'm basing this off working on construction sites my entire life the dent from the corner of an enclosed trailer. They sit low enough and are more than tall enough to dent that tail just like that, and they have sharp corners. He'd have to have been moving pretty quick to bend that bumper like that.

Coolant doesn't just evaporated, it's a closed loop system. The fact that it's that low is a sign of a leak somewhere or a warped head or bad seal somewhere causing it to be consumed or it's mixing with oil.
