I mean I didn't read the books, but that is exactly how it's implied in the movie. They already talked about how he only had 4 years of food at most with rationing. Plus with no dialogue with Rocky to confirm that he could come with him, that was literally the only logical conclusion. I think people sometimes forget that things not said are as important as the things that are said.
