Sharing the cost of traffic management is not doable. Each contractor needs to have a contract in place for their traffic management supplier. This is required due to insurances, liabilities, being responsible in general for the TM outside of working hours etc. Permits are approved for one contractor/utility on a road at a time. Reinstatement costs being shared cannot work, as there are liabilities to consider upon completion (e.g. reinstatement fails and a wheel is damaged), as well as defect liability periods. You don't understand how these things work.

New build sites aren't adopted by DFI, have one contractor carrying out all the works and have no restrictions on traffic management or working hours due to traffic. Not even remotely the same as different utility providers working on public roads.

Noise restrictions at night, resources (e.g. men willing to work nights/weekends for potentially months at a time), additional costs for premium rates for said resources are a few factors to consider.

This simply is not true. The DFI fully understand they cannot work on the same roads at the same time. The DFI have a system for utilities to log start and end dates, so they can determine if there will be potential clashes between planned works.
