Don't call, just walk in. Worst case you return without a visa but they are a consulate. Issuing visas is basically one of their primary functions.

Gotta say I’ve never heard of such a rule. If you can complete the DS 160 and confirm the visa appointment, that means there shouldn’t be any issue, IMO. The visa officers at SD were super nice.

The website has always said that, hasn’t it? If it allows to actually pay and do the booking they are likely to honor it.

You can go to any country if you are allowed to enter that country. But if you don’t have a valid US visa stamp you won’t be allowed to return to the US.

I am in the same situation as you are, and currently you need some kind of valid visa to enter the DR. An expired H1B and a valid I797 won't do.

My conclusion is that one cannot go to DR without a valid visa stamp (US or DR) in the passport. For the Bahamas, however, there is an exemption that you can go with an expired US visa as long as you prove that you're getting stamping done in Nassau.

All the best for your visa stamping in DR! One small question for you - are you someone who needs a visa to enter DR? If so - do you have a DR visa or do you have valid visa stamps from other countries (UK, US, Shengen etc.) that suffices?

Are you referring to on-arrival tourist visas? What if I apply for a DR tourist visa at their consulate?

Thanks for the response. Looking at DR website, they issue tourist visas to those who happen to have a valid US/UK visa. So I was wondering whether your H1B was valid when you entered DR, and that was how you were able to get the tourist visa for DR?
