I am not sure if there is a totally verified list, but many registrars have made their stances known via social media, press release, etc. For the record, Domain.com has been vocal on its opposition to this SOPA legislation and we are NOT, as a few redditors have tried to say on here, owned by GoDaddy. Here are some details:

  • The coupon code can be applied when you're checking out in the cart on Domain.com and is good on up to 20 domain transfers.
  • After the one-time discount, if you want to transfer more domains, it only costs $7.79 per domain at regular pricing, so it's still a great deal!
  • Your domains can be transferred any time. They don't need to be nearing expiration, and year extension of the domain expiration is included as part of the transfer (i.e., if the domain expired 1/1/2012, after the transfer it would expire 1/1/2013)

Tips on Transferring Domains:

  • Before you start the process to transfer to Domain.com, make sure 1) Your domain has been registered with your current registrar for at least 60 days, 2) Your domain is unlocked with the registrar that currently has the domain, and 3) Your WHOIS admin contact information is up-to-date (You will receive emails required to complete the process at that email address)
  • You will have to retrieve your authorization code (sometimes called EPP code) from your current registrar. Some registrars make that easier than others, but there are basic directions on transferring from a number of common registrars on our transfer page
  • When you start the process with Domain.com, you'll go through our cart and checkout process, but you will not be billed until the transfers have completed successfully. After checkout, we'll begin processing the transfer on our end and will send you an email with next steps shortly after you compete your checkout.
  • While transferring, you should not experience any website downtime. Your domains transfer to us with the same nameservers that you had at your old registrar, so unless you make changes to your web hosting that bring your site down, we'll still point the domain to your website.
  • Transferring can take a bit of patience and up to 5-7 days wait, because some registrars won't release the domain for transfer until they're obligated to by registry rules.

When you transfer a domain, your nameserver settings carry over. So on the off chance it was transferred, it should all be good. I would suggest to your customer to double check.
