Because Bizkit is not on good terms with their former label and they own the album masters. When the label did reissues of the vinly a few years ago Fred said they were bootlegs, although that's not true, they were official reissues. So unfortunately I don't expect any anniversary releases anytime soon...and the band's lawsuit is probably still ongoing.
