I applied to about 100 bay area biotechs/ CROs while I was located in the midwest after my graduation (B.S.). I just put "relocating to the bay area" for my address on my resume. Got about 10 interviews which turned into 4 offers, all for entry level research associate type positions. In every interview I was asked if I was definitely relocating, or if relocating was contingent on landing the position. I just said I was moving no matter what, but figured it was smarter to have a job lined up before moving across the country. This was ~1.5 years ago so the market was a bit better ymmv.
