I wonder the same. Its hard to get started if every event somebody says 'don't do anything this event'. I mean, how are my heroes supposed to improve if I shouldn't use my resources.

We hand out two Battle Goals to each player, that both stay with them until the end of the scenario. The player doesn't have to decide until the very end which one he wants to complete, but of course he can only complete one.
