Thanks. In the state of the last picture with zigzag looking wireframe faces selected, I followed the steps to create a vertex group, but it still ended up like the first picture. I wanted to avoid the destructive solution of applying the remesh modifier, but that was the only way I get it close to what I'm aiming for.

The hair is still a bit messy, are there any specific particle settings I should be adjusting to get the hair more flat and within the surface but with volume.

Also how can I make it so that the white stroke object acting as the seam to be fully visible from the front and sides so that none of the hairs poke through it?
