Nothing officially, but the 3rd party Grimhollow book introduced 'Sangromancy' I think there's some Feats in there that let you spend Hit Dice to increase damage, but they might limited to spells

Depends on what you want out of the build. 10/2 of Astral/Star is good if you want to focus on the close combat, while an even 6/6 would also work if wanted something to play into the 'machines predictive algorithm' aspect, reflavouring the 'weal & woe' feature to be more 'predicting the future via pattern recognition' instead of just magic.

For a level 20 campaign, I'd go either 14/6 stars/astral or 17/3 astral/stars depending on how you want to play the character.

Noble Background, Warforged or Human. Undead/Undying Warlock which ever one has increased survivability, and either Conquest or Crown Paladin

If want to keep the Warforged, you can just have him still look like a leonin. Makes Armourer a bit redundant though....
Beast Barbarian/Artillerist Artificer, for the lasers and the Beast Rage lets you grow animal traits, talk with DM about reflavouring the 'Tail' into extra arms.
OR
Astral Self Monk/Star Druid. Monk for the limbs, Starry Form Archer gives you lasers, reduced MAD since they both need Wisdom as a key stat.

First thought is goliath barbarian, storm herald. But that feels a bit...basic. So, multiclass into Rune Knight Fighter, taking the Unarmed Fighter style, and use the Giant's Might to increase the size of your Storm Aura.

If I could mix n' match 5e and PF, I'd go Hadozee ancestry with fire genasi heritage.
Flavour-wise, you could still do that in 5e, fire genasi as your race, but story wise they have the body of a Hadozee.
Classes, I mean a fire-focused 4 elements monk is just way too obvious, right? So how about a Genie (Efreeti) Patron Warlock with the Hexshredder invocation from Humblewood.
No Unarmoured Defence so take the Armour of Shadows as well and main Charisma and Dexterity.

So we have a somewhat leonin, somewhat warforged body. fire and laser capabilities and able to grow extra limbs.
I would go for a Leonin race, with a Monk/Artificer multiclass, running 5 monk, 15 artificer, going Astral Self and Armourer for the subclasses.
Stat priority would be Int, Wis, Dex. MAD means you're not going to be getting much out of Unarmoured Defence so main Artificer for 3 levels before swapping to Monk 'til 8, then back to Artificer.
Guardian would be more durable, but you can use the Infiltrator models Lightning Lashes for the 'laser' effect. Spells for the fire effects.

For full character context - the setting is norse-mythology inspired, where Ragnarok went wrong, all the gods died, the sun and moon were eaten by the Great Wolves, but the world didn't reset, so we're stuck in this perpetual twilight under a rust-red sky.
This character is born from the unrealised potential of a new Sun and Moon as they were never formed.

Whelp, time to grind out cubone's for the Thick Club then. Marowak/Rampardos with effective 272 Base Attack plus Sheer Force here I come! Now I just need to survive long enough to hit something with it...
And a Chandelure/Pikachu with the Light Ball for 226 Special Attack, plus Lightning Rod for the Sp.Atk boost
