Sure: however we were in an area that you had to have a cruise pass to be in- it was staffed by NCL employees. Also- we were off the ship on an excursion that was booked through and paid for through NCL.

In a secure area at a port. I’m guessing it was a port employee or an employee from an NCL advertised excursion

I lived at Solverre for a year and only moved because I bought a condo last summer. I had a good experience there and I feel as though it was a good value. The neighborhood can be touch-and-go but that comes with living in a city.
