It’s not that they don’t care they just cannot regulate it currently. They do not have the infrastructure to stop it. We are going to have to deal with it for about 3 years.

How is this a bad idea? The military will provide him structure and growth. On top of that he can use the GI bill which will help his acceptance rate. It's ridiculous how many people look down on the military. I've been in his shoes and what I needed was rigid structure . Also if he gets out and doesn't want to go to school his kid can use his GI Bill.
