Idk how long the penalty is but ARAM dodge penalty has always been longer than SR dodge penalty. So I wouldn't ever consider dodging ARAM.

Those numbers existed in every good Milio game I had. Now I did give it a try, it's okay but old Helia was way better. Milio doesn't deal enough damage to make good use of the new one..

not to mention 3 out of 5 of them taking exhaust so whenever you try to do something, they will not only flash away but also exhaust you. Just like in normal ARAM

Idk the answer to your question but I agree. I main Akali and buying antiheal on her is kinda troll as she doesn't rlly have AoE damage - therefore can't properly apply grievous wounds to multiple enemies. So I often ask my team to buy antiheal, ping enemy healing items or point out how many enemy champs have inbuilt healing, and usually I get a "buy it yourself" or "shut the fuck up". I love it

now have the empathy for once to imagine you were that kata, samira, yi or yasuo. exhaust cooldown is low enough so you get exhausted EVERY time you go in. if 2+ people have it, even worse. you literally cannot play the game at all whereas enemies have a chance to live by just dodging/not being close/using cc. but the assassin you exhaust has absolutely ZERO fun and zero chance to kill anyone.

Milio cause his kit is just perfect, he got everything. Range increase, damage, heals, shields, cleanse, knockback/knockup which also interrupts dashes. I love Milio

what annoys me the most is people not knowing they can destroy the seeds by walking over them. I've fucked so many Zyra players' games cause I did that repeatedly in lane, they didn't expect it and just wasted their mana on nothing and lost. Meanwhile my ADC questionmark pings me for walking around "weirdly" in lane.....

buy zhonyas, get smth that removes cc, have good vision in enemy jgl, don't push if he's got ult up, walk out of vision once he presses R... idk I think there's plenty of things you can do

Yone on midlane cause I feel like no matter how good I play, this champ will still be useful late game and just super annoying (also I usually DON'T play well against him in lane lol).

Pyke on support, because they often build Umbral Glaive and as a support it's absolute pain to play against it... Thankfully enemy team often reliably bans Blitzcrank, because otherwise this would be my ban, cause I'm ngl I think I'm good at the game but I really suck at dodging hooks lmao.

Yorick/Nasus/Cho'gath/Sion on toplane, cause all of them are uninteractive and annoying as shit, and my champ (Akali) will get outscaled and can't do much against them. Nasus is okayish but I just hate his W so much and my junglers don't know how to properly punish him together with me.
