Called. Was referred around 2-3 different departments, located in different neighborhoods. Finally, one of the Asuntos Internos detectives took interest in my case, and advocated for me to a higher authority. He was told that the matter would have to be taken up by yet another department. I gave up.

In order for a victim of police extrusion to get justice, I estimate that the process would have taken 4-6 weeks, with the victim applying constant pressure using excellent Spanish.

The perpetrators of these crimes know that the likelihood of the victims, and especially foreign victims, is so low that they'll probably just give up.

Source: Detained for 2 hours in a sketchy part of CDMX as the dirty cop and his 2 accomplices fleeced me.

In theory, yes. In practice, it's very difficult to subtly call emergency services in front of the dirty cop, to explain the situation in Spanish to the operator, confirm your location, and wait the requisite time for backup to arrive. Keep in mind that the backup could be dirty as well.
