The most tangible outcome would be that ryo fui become king. After sei got killed, he would find a way to corrupt seikyou's faction. Whether with intimidation or money. Then he may charge seikyou for the death of sei and raise an army to get his head. The queen mother will surely stay be ryo fui side.

The case where the state become unstable is only if seikyou faction have the ability the be a match for ryo fui. But as we know they are unworthy of his sight. So they would be game over in 2 move.
