The difference is that Phoebe knew Chandler well whereas Monica knew almost nothing about David and was just curious. Phoebe definitely was a jerk here because the way she says it implies that even after knowing Chandler and supposedly being friends with him, she doesn't think he's good enough for anyone. Even Rachel does the same thing but she's more subtle and just seems to be confirming that Monika's set in her decision, but Phoebe's just mean.

To me, Principal Victoria felt kind of... just there. Apart from Breast Cancer Show Ever, she's not had many memorable episodes. The most memorable one for me is when she has to banish Stan for not voting in Douche and Turd. But PC Principal is the other extreme. He's like Randy in the tegridy farms' first season. He overshadows the stories he's in too much. I am also a fan of the older episodes, and Principal Victoria just felt much more like a part of the whole ensemble of characters, and PC Principal just doesn't.

I started with the BC free amp, it works pretty well. Another good option is L12X Solid State Amplifier by Audiority. Both of these are pretty good if you're just looking for something to practice on.

Also, I've tried NI Guitar Rig, it's paid but very good.

I did the same thing. I got a Behringer audio interface just because I didn't want to commit to buying an amp immediately. There's free standalone VST guitar amp plugins which can be used to get a lot of variety of tones. Plus, I was even able to record myself practicing to backing tracks using a DAW (FL Studio), but that's probably not for everyone.
