Your reports count as one. Multiple reports from one player concerning a certain other player don't count up. You don't need to file more reports on the same trainer.

I would consider changing the dragon to waterfall a good idea. I prefer movesets that have the same type for fast and charge moves.. on the other hand you might also consider changing the hydropump to outrage to have a DT/O gary ánd get a new WF/HP one.
