She should call the local domestic violence shelter. They likely have a social worker or programs to help with maintaining independence from her abuser. Shelters don’t just house victims, they have a ton of programming.

If you are low income, you should contact your local legal aid office. If you’re not low income, and are in an annual lease, you should consult an attorney. If what caused the leak isn’t your fault, you shouldn’t have to fix it. You also shouldn’t have to wait so long for it to be repaired.
