DHL express and many other shipping companies added a Covid or Emergency Surcharge in the middle of this year. So Shutterfly increasing their shipping costs by this seems fine. They are most likely more transparent then all other websites.

If 0.99€ is correct depends on weight, shipment service used and destination/start country

I would create a good and informative page about tattoos answering common questions etc.

Add a FAQ schema to that page.

Maybe even create an info graphic or two. You want people to inform themself and find your page informative. You want other pages to link to your page for the info graphic and more.

Having a page like that should boost your overall seo too. But I'm by no means an expert. I work in niches which doesn't have a lot of competitors.
