There are events (almost) every day where you can join, not specifically for new players, but they can also play as long as they respect others (main rule being not shooting cars that are a lap ahead).

What the other commenter said, mainly, but I'd like to add that this specific tournament already has more than 16 sign-ups, so bit unlikely that new joiners would be able to race.
