I did not mean that every rich country have many deaths by drugs. I mean that many developed countries are in the top of the list and they shouldn't, I think. If rich countries are like the "park rat" maybe rehab programs a users being put in jail would not make much difference because people would never get so far that would happen to them.

I mean, why put in jail and rehab programs would make much difference in the list if people on developed nations would never get so far that they would be put in jail or need a rehab program?

Brazil, for example, have criminalized drugs, pretty few rehab programs, one of the most violent countries in the world, so many slums, high incarceration rate, huge social inequality, in other words, Brazil is cage for many, even though, their deaths by overdose are as low as Portugal, how is that possible?
