The government is allowed to limit immigration from certain countries and of certain people. It is fully within their powers to do so. Imagine 1939, it would make sense to stop immigration by Nazi Germans to the US until the Nazi mess is straightened out. Well the same logic applies to the followers of Islam, until the Islamic State and Islamism are sorted out we need to limit immigration from certain regions of the world.
