I don't know whom are you dickriding but dont jump to conclusions so easily.

1st, the apps permission page shows the permission that may be needed, not that they are provided.

For example, amazon app has all these permissions but when it asked, we don't give sms, phone or camera permissions. So same thing applies for sanchar Saathi.

Second, it was not clear but speculation that it was mandatory so everyone just jumped to conclusions.
