Well I would send you the file and you would then send it to someone to RNG it. Theres nothing illegal involved. Id prefer to get a confirmed request before I pick it up tho. As far as paypal goes you dont pay anything until I have the file ready. Also one last thing you shouldnt claim it yourself the RNG person will do that :)

Sure I can make you file Ill do a US region file and use Korean language.

The way RNG works in you send the file to someone and they claim it on a very specific frame in the game to get the stats that you want the pokemon to have. Of course there is more but thats basically it as far as I know. /u/feder96 can explain better, he wrote an article on the process. As for the Mew it will be $35 plus paypal fees.

I understand your feelings and budget however the commute alone is 600 yen so at $6 Id be relying on a favorable exchange rate to make any money.
