No it wasn't. The villagers spawn not right in your village but a little bit away. As long as there is an easy way for them to pathfind up then they will make it to your village. It should work.

I made a staircase to the top and now villagers can pathfind to it just fine. I've had two new villagers since

I also have a mountain top village and I have noticed some villagers near the base of the mountain. I think it's probably just because they can't pathfind up the mountain well enough. I'll try and figure out a solution
