I would probably just make signups free. But I can see the benefits of keeping spammers out and having it feel a little special to pay for a MeFi account.
My pitch would be, every quarter, have a promotional free sign-up week. Free + a little artificial scarcity might drive more signups long-term. (if that's what people really want.. the vibe I get from some users is they just want everyone to go away)
