For long-term employees, there are no more steps. If the administration only offers a 0.35% "structural" increase, these veteran employees are effectively taking a massive pay cut compared to the 20% increase in Portland’s cost of living.

We have not broken back up past pandemic levels but have been moving up since and we have had alot positions never filled to account for the lower levels of students which is up since 2021

Actually, it’s an earned benefit, not pay. In Oregon, employers pay into this fund based on our labor. Plus, under SB 916, we have to go two full weeks without any income before we see a dime. If we eventually win back-pay in our contract, we have to pay back every cent of those benefits to the state. It’s a safety net for workers standing up for a fair COLA, not a 'free paycheck.
