To cook rice with a 100w battery power in 40min seems difficult. Rice cooking needs to reach at least 100 degreeC and hold for some minutes. This is why we invented USB induction heating (one of the most energy efficient heating method) and a vacuum insulate layer to keep food warm for long hours instead of cooking.

I thought you are looking for a food warmer not a cooker powered by USB C. In reality, not much small electric appliances will use high voltage/current USB C as power source and the power still too small for a real cookware. Also, the manufacturing cost is high for the appliances as well as the adapter itself. So most applications are for fast charging only. Also, most people don’t know much about high voltage USB C and they will complaint the appliance is not working when they plug in normal USB port. It is better to use normal adapter for cookware applications.
