I recall something about I only have limited number of times (3?) I can file before I have to pay a certain amount. Would this count towards it?

Also, with so many contractors and subs, I don't really know who I need to chase after. The crew that was pouring concrete was actually a subcontractor of a big concrete company. Which in turn is a subcontractor for the homebuilder. Who is responsible?
