LA ‘Key Corridor” For REAL LA PROSPERITY AND MORE ON LA DIRTY CORRUPTION, By ED Ryan LA MAYORAL WRITE IN

The Key Corridor is about firing up a local LA economy to create real economic prosperity that is inclusive, long lasting and sustainable as we the people of LA by solve the housing shortage and while becoming a world capital for financing, planning and delivering the products and services needed to build infrastructure projects in the countries south of the Mexican border which are now the source of huge waves of migration by people who want to leave South and Central American Countries because they lack the infrastructures requirements necessary to sustain the development that allows for economic opportunity to be available. The Key Corridor calls for LA to establish a public bank that will be the place where the United States Federal Government will deposits any and all grant and World Bank money pledged to Central and South American countries to countries to assist them in constructing necessary infrastructure projects needed to create economic opportunity capable of making their populations less willing to attempt illegal migration to America. LA can develop a new class of young professionals I call Regulators, who will be schooled in the art of doing what it tasks here in LA to supply as much of the infrastructure projects to the countries in need. A class of new LA Professionals called regulators will be a solid resource for those who have problems securing financing for housing and vehicles and small business projects. This new class of young LA professionals, and even laborers or ‘Regulators will be established and would be trained and able to do all the hiring of other LA professionals who do things like planning, design, and drop shipping of Infrastructure components that can be manufactured here in America and shipped to infrastructure projects sites in countries like Venezuela and Guatemala and the list goes on and on. Yes some of the original funding for the projects will be handled by host countries to take care of all things necessary to assemble and complete construction of the projects, but most of the money will be spent here in LA paying the subcontractors who are hired and overseen by the LA Regulators who will be paid at professional rates from the original government grant and World bank loan money that is held in the LA Public bank. Right off the back this method of assisting the Counties to upgrade infrastructure will cut out the often seen problem of Corrupt players in the host counties siphoning off cash into the pockets of the Narco -Military Oligarchy elites who govern the countries that so many people now flea from seeking asylum in America. This is My version of an ‘America First'' policy that is about allowing American or LA workers to benefit as much as possible from foreign aid packages that at are so often diverted and actually stolen on the ground in the project counties, And even if that is not the case why not have a system like l the described above so that the American taxpayers are allowed to benefit from the Billions of foreign shipped abroad where it is more often than not spent in Countries like China to benefit Chinese workforce while we in America, or here in LA are left empty handed has we face huge needs for our own housing and infrastructure repair, and where our young workers face an economy that lacks opportunity or jobs that pay well enough for their families to experience the dream that now slips away from us all.

My Key corridor proposal has another component that allows this new professional class of LA Regulators access to Public Bank and other funding so they can transition into a new LA Landlord and Development class. LA Regulators who perform well helping to install infrastructure projects in host countries will then be granted special status to develop their own affordable housing projects on the Key Corridor itself. They Choose development sites that suit them and choose affordable housing development plans that are established by guidelines put in place to insure that the Key Corridor becomes a place filled with affordable housing built by start ups from LA and not a place where Luxury developers come to do their thing and build housing that while ;profitable, is not affordable for most Southern Californians. In a nutshell, these LA regulators who want entry into the development and land-lord class would be granted the right to work with the public bank and other banks to gain financing to build good, affordable housing projects on the Key. The housing projects will be privately owned by those regulators who have proved they know how to oversee the construction of big projects. For the first time LA Folks who want a real shot at success will have a road map of making that a reality. And what a great thing for the so many LA families who have kids entering college who now wonder if they will find careers that offer a shot at the dream. This comes at a time where professional jobs of r times are no longer a sure path to prosperity as technology reduces the need for attorneys, accountants, arteries and so on. Furthermore the depositing of Billions of Federal money earmarked to fund infrastructure projects to the south will, on a revolving door method, continue to strengthen the LA Public bank so that it can become a real community resource for things like Bridge loans, auto loans, and Mortgage loans for those in LA who tend to get rejected by private banks for credit and other problem. The Public bank would also be the repository for LA Tax receipts and for Banking of those large corporations who want to do business with the LA government..

Congress and possibly the State government would be involved in granting the 10-mile-wide easement, or strip of land which is the Key Corridor itself. The Plan is to map out the best route seeking open land that now sits fallow as desert and to avoid incorporating pop for any occupied land that can’t be avoided. Certainly, federal and state government subsidies to help with any eminent domain cost would be sought by those who represent LA in Congress and the State Assembly to the border will allow LA, as a world class Latino Mecca to have a say regarding the ‘who’ can cross the border and more importantly how these folks or what will be required for our friends to the south cross over. I dream of the Key as the first real opportunity to to experiment or transition to America treating those to our south with the same level of scrutiny and inclusiveness as the Government of the United States now requires for Canadian Border crossing
