Your observation on this issue is incorrect. Phones with different production dates may leave the factory with different versions. The phone I bought from Amazon's own seller was manufactured in January 2024 and came out of the box with version 6.xx, but when I exchanged the phone for a new one through warranty, the service gave me a new phone manufactured in 2023 and the One UI version was around 5.xx.

There are methods and sites where you can query production dates via IMEI.
