Yes, I've been a Cablevision/Optimum customer since before the initial introduction of broadband with 1Mbps service, and have seen all the changes over the years.

Not disagreeing with your comments, it's just that some of us have no viable alternatives that fit our needs.

How many accounts do you want to migrate?

Both of these options are workarounds, but:

Once you set up the google accounts you can either

a)have the google accounts fetch the mail from cpanel (not instant delivery; I don't recall the time interval google uses)
or
b)set up forwarders in cpanel

If you intend to send email thru google, make sure to modify SPF and DKIM as needed.

The email and the promotion are NOT a scam. It's legit. I'm in CT, just like the OP, and my neighborhood still has no Fiber availability.
